Does this actually do anything? I see it in the web admin of NS2 and currently it says 60 but doesn't seem to really do anything that I can see. I could not find anything in the wiki on this option.

It's the same as the "time" parameter in MapCycle.json. It determines how long to stay on each map before changing to the next one. You can see more here
