The Sea Emperor's Prison

I have had this in the back of my mind for a while, an dim not expecting this to be the case but what if the sea emperor owns the prison. I know that IGP did supposedly come up with it but this has been in my head ever since I heard about the prison. I originally thought that the prison was owned by the emperor. The Emperor would catch prey and lock them in wholes on the ground, covering the wholes with a rock. Than once the sea emperor wanted to eat something, it would open up one of the cells and eat its inhabitants. I do not believe this to be the case though, it is just a thought that I had.
