The Second Officer also survived the initial impact and sends a message telling other survivors to try and make for land. I assume that he's dead as well.

I know this isn't the right area but even with my laggy frames I know I can put out the fire but it won't let me!!! Any tips?

Assuming you have grabbed it, and have a crosshair/aiming circle, you have to aim it at the base of the fire, which is on the floor in front of the sparking wall box. Takes a few squirts to erase the flames.
