Artificial Terrain and the Terraformer

So I was having problems with Chunks not immediately adding details or terrain, causing FPS Spikes. I read up on what may have been causing this (Procedural Terrain), as well as future patches by the Developers (Terraformer Removal and Static Terrain). I may have an alternative.
This probably isn't even a new idea, but how about "Artificial Terrain"? Instead of using a Terraformer to dig up sand and rock, have a resource (Battery or otherwise) to make a Terrain that just copies the surrounding Terrain, or even later on when you research other biomes, you can just add on stuff from all over. I think the only bad thing about this idea is that it would be having to distinguish a new type of Terrain, but since the current Terrain (Procedural/Destructible) is being replaced with Static Terrain, than why not just make Procedural Terrain this "Artificial Terrain"?? At least this way it recycles some resources (Maybe...?), and doesn't involve creating something entirely new and potentially game breaking.
Either way, this idea is only acting as a base to work of off. If anyone wants to add anything to this, or even discuss a better alternative, than lets start here.

You cannot just give it a different name and say, maybe it works then. The removal of terraforming means that any form of change to the terrain will be impossible, since that dimension of change stops to exist. It's just not there any more. You can't pick up stuff from somewhere else. That would constitute change, and said change is a dimension that will be gone. Poof.
Also, they don't put in anything new. The cut out something that didn't work.
The only thing that prevents that at the moment is the fact that it is a dependency of building habitats. Once they changed habitat building the big knife comes out.
If I'm completely off I'll try again in the morning, I have cheese for brains after work.
