Yeah, I don't like the in-game flashing either but that GIF honestly hurt my eyes. Far worse than the laser cutter's flashing. Regardless, I had sent an in-game report requesting it be toned down just a little 'just in case' a few weeks back. In the meantime I just tilt the camera away from the point of flashing to minimize the bright lights.
