Tournament Mode

<div class="IPBDescription">We can't make it work</div> So far I have tried several times to get Tournament Mode working on both listen and dedicated servers with little success. With tournament mode the game should not start until both teams have said "ready" correct? It just starts on it's own when players have joined both teams whenever I have tried it. I have tried both setting mp_tournamentmode in the server config files and ingame using rcon, restarting the game, loading new maps, making sure everyone is in the readyroom etc.

If anyone can point out what I'm doing wrong or has had success with tournamentmode (before or after the 1.03 patch) can they please help me?
