Can you build solar panel on a "foundation" somehow?

I'd like to make a seabase right next to my lifepod as I'm new to the game. So I have to build a foundation underwater. Is there a way to then build more foundations that would then be above the water line so I can put solar panels on them? Thanks for the help! :)

If you build a corridor then build vertical connectors up to the surface then you can build a foundation next to them witch can have solar panels on. Though you cannot build the foundation above the water level it is the highest you will get if you are not on land, it is high enough that your character will stand up.

I beg to differ. I have build foundation above wave level. You're right with the corridor and vertical connectors though.

My latest save has only just built a base. Near the pod, using a outcrop of rock/land that's just below the surface waves. I put a foundation on that land, then put another foundation above it. Then built a corridor just below the first foundation and vertical connector up to the second foundation and another corridor there. Give both corridors hatches and ladders in the verticals, gives you access to the foundation above the waves. I then build base on that. Just don't put a corridor at wave level or it will fill with water. (yes you do see water in the vertical connector at wave level, but you zoom up ladders so fast you only notice the sound afterwards and don't see it. I then added a couple more foundations above the waves and build a garden. Looks lovely :)
