Seamoth cannot change power cells? (All sorted now thank you to replier)

I have changed battery many times in tools. No problem. My seamoth is 0% energy, dead in the water, but I get no option to use R to change power cell and am unable to find a 'hatch' to change manually like you do the accessories (which I don't have yet, but hatch is there for that). I have two fully charged power cells in my inventory. Is this a bug or am I doing something wrong?

It's down, facing backwards under the rear drive.
