That second one's been in the XboxOne's Creative for a while now :P
Along with some odd things like storage crates and monitors, which are currently just miscellaneous junk you find in and around wrecks.

From its placement, are we certain it's actually talking about a dock for the Cyclops and not an additional required scannable (ie, the Cyclops' internal bay) to unlock the Cyclops itself?

The Cyclops dock probably won't be getting in before full release seeing as it's in the "Post v1.0" column on Trello https://trello.com/c/Hg1gT7QR/193-cyclops-dock
That blueprint also been in experimental for a while with no update to it.

The second link the docking bay is the bay you dock your seamoth or PRAWN in on the cyclops its not a place for the cyclops to dock to your base I suck at survival so I spawned in those docking bay fragments i unlocked the cyclops

FOR &#@$ SAKE THE CYCLOPS DOCK IS FOR THE SEAMOTH DOCKING IN THE CYCLOPS I SPAWNED THOSE FRAGMENTS IN SCANNED THEM AFTER OTHER CYCLOPS FRAGMENTS THEN AFTER SCANNING THE DOCK FRAGMENT I UNLOCKED THE CYCLOPS the rocket base just a thing that wont spawn

For what it's worth, I did not know the Cyclops would get another partial scannable before I read this thread. And speaking as someone who does think the Cyclops is too easy to get, this is news I'm certainly happy with.
