I think the idea is that it's supposed to resemble a very passive lifeform, like a jellyfish.
It feeds off smaller fish or plankton that it happens to pass by, and just kinda float around doing mostly nothing.

I think that's pretty cool. It may be passive, but that doesn't stop it from being a little interested in its environment.
