As far as I know, there's no respawning. My Safe Shallows never become pretty again after I've picked its quartz because I needed. The devs have, to my knowledge, yet to comment on this matter, but I very much hope we'll get respawning resources eventually. There's no real ability to keep playing if you can run out, is there?

Yeah they've either been quiet or just respond with a "Wouldn't you like to know" sort of vague answer. If it's a bug or a feature... People have said conflicting things.... It's a mystery.
There's quite a lot of resources around though, if you're willing to stray into the Dunes or Mountains or the Blood Kelp Zones. In a sense, that's really the only redeeming features of the Dunes, NE Mountains, and Underwater Islands - tons of resources should you deplete the Kelp Forests and Shallows.
There's finite resources definitley, but there's still quite a lot lying around. That being said, resource respawning would be good so things dont look all barren and lifeless after a while. It will probably be a slow renewing though, so you'll still be encouraged to leave the safety of the early biomes to hunt into the deeper ones, but it should still be there.
Indeed it's the searching for resources that forces you out IMO. I am a cautious player and probably wouldn't have covered half the distance by now if I hadn't had to.
I think the drillable resources should be made to slowly regrow. There is one of them, the quartz I think, that already look like a 'stump' is left behind when drilling is finished. Over time it would be nice if they slowly regrew.
Slow respawn works for me. You cover 200-300 in-game days already if you play 100% leisurely, so respawn periods can take well longer than the player can be bothered to wait. And I know I saw the devs mention halving the deconstruction return, so that'd give a further push.
Whenever I reload a save all resources seem to respawn. I can pick the shallows clean, save, reload, and do it again. This is on the XB version so if they've patched it in the last few months I still wouldn't know. But so far, reloading seems to respawn everything from quartz and outcroppings and salvage, to even the pdas you recover from wrecks.
If this means in a future update there will be a totally limited amount of resources.... Then I'm glad they can't get an update through
