This Idea I Had

Special servers
I had this idea for "advanced" severs. In games there is the pubs, and there is the clans. The clan games give you awesome teamwork and talent experiences, but more often then not, clans want good skill. You also may have to devote alot of extra time just to join one/be a member.
What about having private servers, these are for individuals who are invited to join by certain veteran members. You don't have to be skilled, but you do have to show that your a decent person, forced to fruitlessly play with those much worse then yourself.
Now the server uses a password system, but there is one special thing about it. When you connect, your WonID is authenticated in a database, if you are not on the members list, you are permanantly banned. If you were accidentaly banned due to a bug, you are unbanned the next day automatically, as the software compares the list of member WonIDs and banned WonIDs. A match is assumed to be an accidental banning.
How would recruiting go? "Leaders" would enter a pub with a special tag. Some players would know what it means, some woulden't. They are there to play, and may end up nominating someone. They would have a special add-on for their Half-life that will nominate a WonID. All leaders share this database, and anytime a nominated person is on the same server as them, they are notified in the console. The same database allows blacklisting, a wonID is placed on a blacklist. It is not a true blacklist, just a note that the person may be a **obscenity**(IE:pesters the recruiter about joining). If a leader sees that this WonID isn't so bad, they can un-blacklist him.
Leaders do have tremendous powers for recruitment purposes, but only the founders, and long time members, are leaders.
When a player is finally accepted, they are notified directly in the game. Ok but what about the password? Here is the cool thing, the website gives the password to the public. However, there is a huge warning about the ban mechanism. The password on the site also helps weed out the stupid idiots who would dare use it without being accepted.
Just one question though, could such a wonID database mechanism be added into a Half-life client, without being considered a cheat by anti-cheat programs?
Note:Yes im aware that there are a few passworded servers, but I doubt any are setup like this.
