There are a few ambient sound console comands, I'm not sure if they work or not.

In the console, type ambient and hit tab. It will find matches.

delete or rename fmod.dll but be careful, it may be used bu other mods (such as mine :/ )

tried it ... dont works comes up with error msg saying something about the client.dll ...

"Stopsound" will help somewhat but it does not stop most sounds.
