Pillar bug question

I've been curious about this pillar at wreck [366 -6 -203] ever since my first save file. I recall thinking it was like some upwards stream I'd probs could use for energy later, but then I never found another and eventually figured out it's a bug of some sort. But for the life of me I've never been able to figure what it is (where else is this animation used?) or why it's there (I got the impression it sometimes moves?). Probs a silly question, but, hey, might as well see if anyone can clear this one up for me.
