[BUG?]Bases With No Power Still Produce Oxygen[42313]

Apologies if I am behind the curve on this one, but I seem to recall a few updates ago that the devs made it so that any bases without power no longer produce oxygen, and indeed I did notice it. However, I have just created an underwater base that has no power source, and my O2 tanks refill with O2 each time I enter that base. Did the devs remove the no power, no oxygen scenario?
