I've barely seen any, I don't know about other locations but they just seem rare now.

I don't think I've really ever seen them in the Shallows to begin with. My base is in the Shallows close to the Kelp Forests so if and when I go there I see plenty.

I don't think hoopfish are native to the Shallows. The ones you've seen probably just swam over from the Kelp Forests.

Hrm, I think you're right whoever labeled safe shallows on the wikia was wrong, at least it is on the fauna page.
