Steam overlay is only rendered when activated. There CANT BE ANY FPS DROPS

nope Steam overlay has no affect. I only get FPS hits when transitioning from one cell block to another and also when large wrecks are involved. Of course when it involves a large wreck I know there's that bug that multiplies the wreck and causes performance hits. Also the north most mushroom forest is really laggy when rendering.

No. The lag continues, mostly when swimming to other areas.
