What the precursors could be

The Precursors could be a collective of races not unlike the Federation. Other ideas for things would be that their bases that are underwater now weren't underwater when the Precursors were around, or alternatively the precursors had auquatic appendages while on the planet, either natural or engineered. Don't know what or if the developers have their hearts set on.
