world moving. Player not moving

I'm sorry if this bug may have been posted already but I'm new to forums in general so please correct me if I'm wrong
Currently I cannot move my player, nor can I access anything (tools, PDA, ect) but, the world is continuing around me.
I had recently left my seabase, jumped into the water (I am building above the surface) and proceeded to enter my seamoth. It then kicked me from my vehicle and froze me just above the surface of the water.
I have reloaded my game. This did not work.
I then tried counsel commands and tried to teleport. This also did not work.
I also have tried clearing my reserved space. This also did not work.
Anyone have any ideas?
