External hatch ladders

For access out of water. If the hatch itself is dry, a ladder can be placed beneath it, or attached to another external ladder to extend it near enough to ground level. Cheap, just like 1 titanium each, just to make hatches accessible out of water in less than optimal places.

This would then let people use the ladder and enter the hatch, and use the hatch on the inside and teleport to the ground near the ladder.

So it's a bit of coding, and a model made primarily of cylinders.
