Too many people spend multiple hours in game without realizing there's a built in storage locker in the lifepod. Having it open for the first use, then normal behavior after, should fix this (perhaps it popped open upon splashdown?)
I mean, it does pop open during descent, but then it's shut again after you put out the fire. I'd leave it open, then return to normal behavior after first use. Or maybe until you repair your lifepod. xD
Or just change the model skin to add the word "STORAGE" to the door. That'd do it.
My guess would be that it depends on how much 'hands on' the devs want to be with introducing new players to gameplay mechanics.
I don't know, Darth - I mean, they put a label saying "CONTAINER" on an obvious loot-holding box out in the world...labeling a storage cubby in the pod isn't really that far out of line, right?

Well, I mean you gotta start somewhere. They already have tutorial prompts for most other mechanics of the game (resource gathering/interactions, oxygen/nutrition management), why not include a quick pop-up tutorial for equipment interactions.
Or...have the storage locker open with the PDA inside, but everything else scattered around the lifepod. (After all, it opened during a crash, so things will have gone for a ride.) That introduces players to scavenging, the locker mechanic, environmental awareness, and visual cues (like the glowing PDAs they're going to find) all in one neat little package. And, if they try to exit the lifepod first, a denial message that an active PDA has not been detected and the boarding hatches will remain locked.

Actually, I was rooting around in Trello and found this little gem. It is nice seeing the community and devs having the same mind set on things though.
Here's another couple of ways to do it: during the opening sequence, after the fire is out, instead of picking up the PDA, have the player walk to the Storage locker and retrieve it first. Or put indicator lights on the Storage cabinet that flash until the PDA is retrieved if the pod is active. (Just watched another few Youtubers miss it - they only ever discover it by accident if their mouse happens to hover over it, I guess the beginning sequence and other lifepod systems kind of get confusing?)
Anyone wants to know what I mean, search YouTube for "Subnautica part 1" or "Subnautica #1" or episode 1 or whatever. Filter by created this week or this month to filter out Markiplier and jacksepticeye etc. Actually you could probably go back an entire year and be safe for that (those guys started back when the game was a bit different).

Better yet, make it a Note 7... that would explain the fire. =P
*Corrected phone reference*
Note 7... but yes.
"Greeting, survivor. Great job not dying." [player is standing in a burning fire]
