Radeon HD 7870 is an older card, they tend to run better with more compatibility using older drivers though. AMD updater should tell you which version is best for that card
i reinstall os and update. I install newest drivers(non-whql-win7-64bit-radeon-software-crimson-relive-17.4.2-apr11). i have no result.
FurMark test complete successfully. It means that directx 11 work perfect.this problem only in subnautica.

True, but Subnautica is still under heavy development. Maybe something broke... The thing is though
On Win7-64 bits with a HD5870 1Gb, I can run it with water on high, quality is on recommended though, otherwise I get stutters and FPS dips). Your card is newer and about 20% faster, so there is something fishy here (pardon the pun)
Maybe go to Microsoft.com and download a DirectX redistributable. And do a reinstall of DX, maybe it can fix/update something

That's usually what MS Update will do.. yeah something's not quite right.
i solve my problem. Subnautica need installeed KB2670838.
I thought it was installed. However, I was mistaken. This update was not installed correctly. I learned about this when I read the system logs. I was able to reinstall this update correctly and subnautica became very beautiful)

Your card isn't able to initialize with D3D11, which is required for better water. Make sure Windows is up to date (latest service packs as well).

i think no. Another games on directx11 like Deus Ex works normal.

That's usually what MS Update will do.. yeah something's not quite right.
