Make floaters better

Decided to mess around with floaters on various creatures to see just how badly they mess up movement. I would like these things to get a small buff to their float so I don't have to spam so many of them on creatures for lulz.
On Stalkers I saw little to no change in move speed after 15 of them (could not fit more). They jumped out of the water a lot, but were able to swim down and grab things.
On Reefbacks I spawned in about 40 and the damn thing still didn't list (tilt). Movement wasn't hampered, either.
Couldn't get them to stick on a Sand Shark.
Warpers would teleport away and leave them behind. (I would like to see these things stick to them permanently)
One floater on a peeper just seemed to make it swim even more erratically.
My ultimate goal is to cover a Reaper with one but at this rate it seems pointless.

    I know, WTF? I wanna watch reapers squirm helplessly against 40 floaters!

    I would like the floaters to be able to make the sunken lifepods rise to the surface and be able to us them as a storage place and safe haven, the hole would still be there.
