I think that you'll find the trend on more well-admined servers is that people will begin to be kicked and banned for doing just this. I know that this policy is in effect on the F.o.R. clan server Underworld, and EC's server Nano-Gridlock.
I never give up and I never surrender. IMO to press f4 before the "Team # won" sign is desserting. It's not that often you get those great battles except when marines are loosing.
Coming back is so easy. I was marine team once, i've posted this before. They had 3 hives, we killed No name, Sub space and had Port Engine left i rushed we winn gg. never surrender
The solution is to actually give people a chance of winning in the end. Like making the maríne base actually being a challenge to destroy even for a couple of onoss. And the last hive being hard to take. That way, people will fight on because their chances of comeback to equal positions are actually equal to their risk of losing. And those guys saying that comebacks are easy simply only played against are blessed by eternal luck or just like lying. It can be done, but winning when those onoss start coming is VERY hard, and makes endgame boring.
Been running into too many games lately where one team quits (F4) once the other team has secured two hives.
That's it, no attempt to take a hive from the other team, nada. Marines dig in at 2nd hive, F4. Fades show up, F4. Just not getting any good hot and heavy all out war style games, just a sudden end to the match and a realization that the other team pulled yet another 'wimp out'.
Only thing I've seen more of is stupid gorges. But that's another thread.
