Storage module accessible from inside & outside for Cyclops/seabase

There, everything is in the title :
WHAT:
- Storage upgrade accessible from inside & outside (imagine it's like an airlock containing only item)
- also allow the Prawn to unload/load its own inventory in directly if it have a claw
(btw: if you allowed to reload the torpedo launcher from inventory using the claw it would have interesting consequences)
WHERE:
- Cyclops: the unused wall in front of the lockers
- Seabase: on a wall, hopefully both corridor and multipurpose room
WHY:
- Because it's useful (cut a lot of time going in/out of the cyclops)
- Because everybody complain about the lockers and build real lockers anyway
- Because Sea-mining and unloading directly in the Cyclops without needing to get out would be... immersive!
AT WHAT COST:
- Cyclops: Upgrade slot
- Seabase: Fragment
(optional) - it make noise when used (in case the devs rework the feature around more)
