I installed them in an MPR a ways away from the Moonpools. (I have two and they're both doing this.)
Base integrity is 13.5 and there's no damage showing or flooding animations. It's some kind of graphics glitch, I'm sure. I guess it's hard to see in the original picture, but there's a clear demarcation where the water is.
It also happens in survival , as stated above it's persistent and seems to just always does it, tried it out in three different saves with the results being the same.
@ssutcliffe Yup, I see the same thing. Gotta F8 this stuff to make it official. Of course they probably already know about it, but I'm too tired/lazy to go check Trello.

Okay. So, it is just a graphical glitch. Otherwise, the Moon Pool works fine. This one is trivially easy to reproduce:
1. Start a game in creative
2. Build a Moon Pool
3. Enter the Moon Pool
Notice it is flooded.
