I know we can fab the platforms on the seafloor but what about ones that have floaters for the surface and you have a base floating on the top of the sea and hanging down?

He means that the player should be able to build floating foundations suspended in the water for whatever reason.
Anyways, this'd seem kind of odd to me. I don't really see much purpose in it, either.

Well, the Neptune rocket has a floating platform-base so perhaps you should be able to repurpose the design into a base-foundation
