Well they are not done making this game I tried again to make the launch pad the fabricators took the materials, and did not make the pad. No blueprints for the Neptune either.
1-you won't be able to launch it until 1.0 is launched officially on the 23 of January
2-you may have saw someone building it and the reason for that is he got the press version which has the rocket however everyone that has this build is not allowed to launch the rocket (that's why they chose carefully the people they want to handle the copy to)
3-they won't put it on experimental as they want it to be a surprise (I think the soundtrack for the sequence in the ost file is a enough teaser for all of us)
4-if it keeps taking your resources why are you keep trying just wait for the rocket update to drop then build it
I only tried making twice the first to see what would look like and if by making I would receive the blueprint for the rocket like when the Arora exploded we received the blueprint for the radiation suit, and the second since they took the early build out of my system to see if they fixed/final copy as Jan. 23 got closer.

For the first time you built it this was a bug as the blueprints are available when you get to the captains quarters terminal
