[minor bug] Rotating prefabbed items advances to next item [Build 59783]

Build 59783
  1. Equip a prefabbed item (such as
(baseball cap, doll, non-functional fluid analyzer, model aurora, flask,
etc.) and assign it to a quickbar item slot.
  2. Attempt to rotate the item by using the mousewheel or bracket keys.
  3. Note the item actually rotates for a few frames and then the next quickbar item is selected and the player is now holding that item. This cancels the build of the prefabbed item.
After step 3, you'd need to reactivate that quickbar slot and attempt the process over again, slightly rotating the prefab a bit more with every iteration. Expected behavior is rotation would continue and advancing to the next tool should be disabled when rotating (anything). Another solution could be to allow for item cycling to be assigned different dedicated keys.

There is a bit of a workaround as follows: While still holding the bracket key following step 3, force the selection back to the quickbar item slot using the corresponding number key. You'll return to placing mode and the item will continuously rotate until released. Not very precise, but it helps rotate something by 180 degrees, which would take a long time with this bug.
