Inability To Join Game From Client - Ded Server

<div class="IPBDescription">I cannot join the game with bots playing</div> This may or may NOT be a problems related to my bot proggy. AdminMod 2.50.50 with latest MetaMod, Dedicated server with ver 1.53 RCBot installed, min_bots 1 and max_bots 7 - -When I attempt to join the server from my client with ONLY bots playing, I am unable to spawn...it treats me as a marine observer. Is this because there are slots filled and NO infantry portals, or what?

You cannot spawn without an infantry portal. The bots cannot build structures. Hence they cannot build an IP for you to spawn from.
