I actually feel there's a greater problem with marine rushing.
On almost every game I play as aliens, my teammates COMPLETELY forget to defend the starting hive. The gorges piddle off to go get some far-off resource in another hive, the skulks rush and usually get toasted. Then the commander buys everyone on his team a shotgun with his starting resources, the shotgun troopers TOAST any aliens that happens to respawn, and the only hive is taken out before those stupid early-expansion gorges can say "Huh?" It's happening more and more often, and I use it occasionally to catch an alien team with its pants down.
There really is no excuse though. Skulks and gorges should learn to defend in the early-game just like the marines do, and if they can't...sucks for them.
But I digress. The alien rush really isn't that much of a problem. There's usually only 2 entrances into the base, and in the occasional case that there is 3, it's usually a vent that is weldable. All you need to do is have ONE team member build, and I emphasize, ONE teammember. It doesn't matter how long it takes with only one person building - the building won't even get finished if three builders all get chomped in the arse by a skulk. If you aren't the builder, pick an entry-way and pin your gun on it. Apply the rules of war to the situation: if possible, try to find some higher ground (for example, the little CC room in NS_Bast is wonderful), and you should have a tactical advantage over rushing skulks. Ask the commander for tripmines - contrary to popular belief, they are VERY useful, especially against the feared skulk rush. There really is so many ways to defend against the skulk rush that there's no point in arguing it as an inbalance anymore.

if ppl fall for it, shame on them
look, if the skulk rush manages to kill of every single marine before they get an IP up, well the marines deserve it
or if the come it, kill every one and eat the cc, again marines deserve it
now, if the aliens all rush, die and then the marines counter rush, its called pushing the advantage
aliens: whups we screwed up, please don't use the advantage. marines: BITE ME!, oh wait you can't b/c you are all dead. NEW GAME, I hope the aliens learned a vluable leason from getting spanked just then
look, its a real strategy, however is is also a realy SIMPLE strat to get around
1) don't let all the skulks die (ie hold some back) 2) contain the marines (wait ontop of doors, around corners, in dark areas etc) 3) defend the hive

rushing is a completly legitamte tactic. it happens in StarCraft, Command & Conquer, WarCraft 1, 2, AND 3, and it happens in Natural Selection, as well.
if you do not like being defeated within the first five minutes of play, i suggest you uninstall Natural Selection, as you will die within mere minutes of play from the dreaded "1337 Bum sKuLk |2u543z!"

There is one simple tactic that completly destroys Alien rushes. Its called having (at least, idealy all but one or two people would cover) two people sit somewhere and watch for the rush, also known as covering. When they see it they begin shooting which alerts the entire marine team and send forth a wave of lmg bullets.
Stopping Marine rushes is a bit harder but can be done by having: 1: a gorge building a couple OC's and maby a DC by your hive. While the Marines shoot at thies skulks can come and kill them. 2: a few skulks hiding, waiting and parasiting, and then warning the entire team to report to the hive when they get to close to it.

it is just a screw up on the side that lost
at rush time, marines have 1 spawn, aliens have 1 spawn
