Why Do Ns Always Launch With No Sound?

<div class="IPBDescription">Must enter config menu to enable</div> It puzzles me that each time I launch NS I always have sound muted. I use HLSW software to launch it, not the horrible built in server browser. I can enable the sound by going into the [escape] menu and clicking resume.
Using Windows XP SP1, Audigy with newest drivers and EAX enabled.
