A clarification to the general populace -- this config.cfg is NOT a l33t script kiddie's attempt to ruin NS, nor is it a hack of any kind. It is perfectly legit. It merely describes the commands that are available when sv_cheats is set to 1, and a lot of these commands are useful for testing. I've looked over the config entirely and there is nothing wrong with it.
