TiemRefresh renders a set amount of frames at set angles from your current position.
It isn't limited by the HL engine, it's the raw rendering-engine speed, without any HL engine limitations. :-)
Also, the human eye can most definately see the difference in smoothness between 24fps, 60fps, and 100fps. You may not be able to see every single frame individually at that frame rate, but you'll notice a distinct smoothness to the movement as you aim and turn as much as anything else.
For static screens with movement across them, yes, 24fps is just fine, like a movie. For a high-paced tilt-and-whirl ride like an FPS though, 60-90fps is far better because even if you just turn your head the screen has to redraw, and while you can't see every single frame the smoothness of the rotation helps as much as anything else at that point.
And as a last note... it's not hard to pull off 500+fps timerefresh stunts in-game with the top-end cards out today like the Radeon 9700 Pro. That card's able to get 400+fps in Q3A at lower resolutions if you have the CPU horsepower to feed it, and 200+fps in Q3A at higher resolutions with lots of filtering options enabled.

Also, I'm not dumb, I had an official IQ test and I had 176 (genius), thou I don't feel smart. CAUSE ITS NOT RELATED TO UR INTELLECT, JUST THE SPEED YOUR BRAIN CAN PROCESS.....IQ for dumbies 3rd edition (I think)

If that's from iqtest.com or some other free online test, then you're about average.
As for this post... My gut instinct is something alone the lines of "Tard post of the week" except that 'tard' may be considered a variant of 'retard' and then he'll pull out his he-just-said-means-nothing magic figure of 176. Anyone have nominations for a thread title? I'm still not sure what the point is or what his issue with WolfWings is.
Reason, motion blur. Occurs between each frame in a movie, when something moves extremely quick a blur between sequences occurs, like with what the eye sees.
When a game, renders each frame, it renders it, one by one, nothing in between.
I think we need to apply INT -1 to your character by default anyway.
