Building Speed Depends On Fps?

topic, thats my question.
i recently discovered the following: 3 turrets to build. Me and another marine starts building, me one, he one. The result: i finish my turret, while the other marine finishs two. Strange. But testet more than twice.
Dont know how many fps the other marine got, but my standard is 37 ftp (even dropping in base areas).
Next, i also experienced that it seems that i can build faster (getting more building sounds, more sparkles), if i look straight at the floor (my fps goes up to about 50 ... max 60)...
Is it true???

But this is only what i've read and not sure if any of it's true.
But yes, building is client-side. I think that's why building is depended on your computer and your fps. And exactly this should be fixed, to even out chances.
And also, anything client-side is in theory hackable.
