Both the commander mode menus and the right click menus tend to not display correctly in software rendering.

if your card can't render opengl or dX it isn't even worth playing fps games.

You can also look at the GF2's, they should be a tad cheaper.

I agree with the whole "If you are going to play a game released in 2002, a 3d card is sort of like a mouse: You need it" school of thought. You can buy my Voodoo3000 for not so much, and that'll net you 60+ fps.

If your comp doesn't have any sort of acceptable vid-card, then it's quite possible it's not exactly the fastest computer. Check your system specs, because NS requires a fair bit more power than other half life mods (at least that's what I've found)
