I agree with the whole "If you are going to play a game released in 2002, a 3d card is sort of like a mouse: You need it" school of thought. You can buy my Voodoo3000 for not so much, and that'll net you 60+ fps.
If your comp doesn't have any sort of acceptable vid-card, then it's quite possible it's not exactly the fastest computer. Check your system specs, because NS requires a fair bit more power than other half life mods (at least that's what I've found)

You can also look at the GF2's, they should be a tad cheaper.
