im curious as to what file it is that i can change the starting resources for both teams, it sure makes for different gameplay when both sides have a whole helluvalot of starting rc'. or if theres a created game console command.

You can't since v1.01.

But there is another way,

#1 put sv_cheats to 1
#2 in the console type "givepoints" (without the quotes)
#3 repeat #2 for both teams.
#4 put sv_cheats to 0 (if you want)
