Hmm Cheat Or Exploit?

Was playing a game earlier and there was this skulk who could cloak at will right at the start of the game he could even run and attack while cloaked. This was a little odd considering the first upgrade the aliens had was defensive chambers, there wasn't even the usual noise that you get when an aliens un-cloaks. It was quite annoying to be munched by something that we couldn't see and get to see it uncloak chuckle and spray "OWNED" on the floor next to your corpse.
Has anyone else seen someone doing this ? or know if it's a exploit in the game of some sort
