OS: win2k or winxp, tuned to running a ns server
On a 10mbit line
The server and the connection dedicated solely to NS and nothing else.
Maps Hera and Bast will be taken off and maps stripped.
a) How many players could this hold without pings going up too much
b) Could it handle 2 NS servers, of what sizes?

BTW: 10Mbit line doesn't say much, that's probably your NIC speed to your hub/switch. How much bandwidth do you have for your connection? You can go to DSLreports.com and run the speed tests there to find out what your up and downstreams are. It's the upstream you need to be worried about.
But i suggest that you do some test, tweak your TCP/IP and server settings to the max. <a href='http://www.speedguide.net' target='_blank'>http://www.speedguide.net</a> . Is excellent website for tweaks.
