while playing i get console spammed this message:

"sentance or pitch shift ignored, 16 playing"

wht does this mean, and why is it still showing up when i'm not the server, and there are more than 16 playing....AND/OR when it's just me in a server?

Whenever you have -dev in your shortcut or dev mode on, you'll see all sorts of messages about the server fly by. I've seen this same one many many times.
    Usually it's
"Sentence or Pitch Shift Ignored, greater than 16 playing" or something to that effect. It's just how network stuff is transferred and isn't an error. What it is specifically, I'm not sure. But the reason you're seeing it is because you have developer mode turned on.

It's developer mode, I use it all th time.

Most of these messages are just warnings. Dont' care.

If you want to disable developer mode type developer 0 or remove the -dev parameter from the command line.
