hey hey now, speaking l337 doesn't mean you can't speak english, its just a way to express something, l337 = elite, teh = the, those are the most common ones, along with n00b, all of those are easily translated, and those are mainly all i use.

A little bit of l337 (or 31337 as it once was written :S) is the flavor you can add to your sentences. I don't mind it in small quantities, though if a sentence is made entirely out of 1337, you feel like this person isn't really interested in talking to you anyway. I don't need to say that it doesn't look very mature either.

1337 speak to me is generally just a vehicle towards making fun of people who take it seriously. Occasionally, I do throw in things like "pwn" or "w00t", but those are pretty rare.

And actually, the language was invented by l33t hax0r d00dz back when they couldn't afford the government listening in on their conversations with computer programs designed to recognize certain words.

I'm a big fan of l33t sp34k, actually... I think it's funny. My friends and I use it when we're joking around. It definitely has its place, and isn't going anywhere... but yes, the ones who speak it fluently (and exclusively) should be taken out back and shot. With a |20c|<3+.
