Its a quote in latin from La Divina Comedia bu Dante Alighieri.It means "Behold the banner of the king of hell approaches"
La Divina Comedia is a book about Dante( the writer and main character ) who makes a journey from hell to paradise.Its very good although there are a lot of historical references in it that are difficult for us post-2000 people to comprehend...
