    If I rememebr correctly, HLTV is a way for people not playing to watch a match being played in the third person, like a sporting event. It only uses one connection to the server hosting the game and plays the match on a second server so that multiple people can watch the game (on delay to prevent cheating) with out lagging the server hosting the actual game.
