You need to find a file called woncomm.lst in your valve folder. Open it up and you should see a section like this:

Add 198.74.32.53:7002 to the list like below:

That should fix the problem. I'm not sure what causes it but this solves it. You may need to change this file back to normal at a later time.

Do a search for it. If you don't have one then you have bigger problems. It might be different if you have CS retail but the file name is the same.
