Your team's fault imo. I only go up to 100-150 rounds extra and 20 pistol rounds. I think one way to stop this is increase the amount of ammo you get in one load.
I was commander of a group of guys who all wanted to command, while not actually being in the command chair. So when we were going to lose, and they all were standing around the armory, I simply recycled it, and told them they would get ammo from now on from me, when they actually went out and did the things I told them to do.
We still lost, but they listened to me from then on.

Not only do I frequently recycle armouries if the humping gets out of hand (which incidentally, is a term I coined on Nano-Gridlock <!--emo&:p--><img src='http://www.unknownworlds.com/forums/html/emoticons/tounge.gif' border='0' style='vertical-align:middle' alt='tounge.gif'><!--endemo--> ), but when playing as a marine I virtually never either fill up any ammo or pick up better weapons. If you can't kill aliens with the LMG, you need more practice, not a bigger gun.
Maybe instead of making an on/off switch, why not include a basic IQ Test when you install Natural Selection.

If you have secured a hive with a waypoint, and your comm and dead marines tell you that its being attacked, do you a) Run up to the armoury and hump it like your dog does to visitors legs. b) Stay in base in a dark corner and wait/camp it out. c) Run straight for the Phase gate and heroically fight to save the day. d) Find a nice dark chasm to plunge into.
Anyone who answers d gets their Half-life Directory removed, Anyone who answers b gets their CS directory removed, anyone who answers a gets a "visit" from me and my baseball bat, anyone who answear c gets an icon next to thier name ingame so you know they have some semblence of intelligenc and can be relied on to do the right thing.

Running off alone is fine.. I do it all the time. Do I get things accomplished? Quite often, because I choose when to run off. Course this is something that may be difficult to train.
It is a team game but for instance running off alone I can sometimes ambush the aliens, take out their RTs, and especially drop a secret phase somewhere. Sometimes I can even take out a hive by myself, and there are plenty others more competent than me who are especially good at taking out hives near solo.
HMG mags fill up extremely quickly. Always get full, because it's really only 1.5 extra clips whereas LMG full is 5 extra clips.
Also note that the all newbs are instructed to be on marine team. Those that follow orders blindly will thus end up on marine team - they are less likely to break out and think flexibly or creatively. 2nd even the nature of the marine game is following orders; and newbs seem to think the comm is a representative for God.
What results is that marines trust entirely in their comm to get things done for them, especially since everything is new to them and they might not be too sure on how to react. Their brains go on autopilot and they start focussing on trivial details; like walking to get somewhere and getting ammo; their brains shut down.
I'm not explaining it very well but I hope you'll understand.
Another reason will be that they haven't learned the techtree and the functions of the buildings. If you havne't been commander early on then you won't know the functions of the buildings. Since phase gates are a new concept even if newbies have used them before if the newbies are not imaginative enough or experienced enough and especially if they are trusting in the all power of the commander then they will not feel the urge to jump through.
There is the issue of voice as well; some people pay attention to it and can't see chat anymore.
I think the main problem is just people filtering too much; keeping the information flow that their brain receives and understands low.
