Also, yeah, do those multiple res actually bring in extra res? Or is it just a graphic glitch?

The commander himself can build outside the map, it was not a screw up, I havent tried it in 1.04 yet but in 1.03 it always worked.
and the res do bring extra res, I will try to explain how it was possible.
The res on the custom maps (ns_siege and ns_missilecommand) got on each other becuz the res nozzles were to close to each other, this way the res falls randomly on one of the res near each other, so sometimes it happens it randomly drops on the same.
The 2 restowers on Horseshoe (ns_eclpise) came on each other becuz the first was knifed of the nozzle by a marine, how this is done is very hard to exlpain(its like a chamber builded on a nonflat surface and the by running up to it while knifing it will move down, the same with the restower), and after it was knifed off i just builded another one next to it
