My first suggestion is <b>NOT</b> to post any new mod ideas on the PHL forums. Those guys are just mean. Second, know your C++. C++ isn't a very hard programming language to learn and you can find many book and websites for tuts. Third. be <b>ORIGINAL</b>. There are so many mods out there that rip off books and movies and TV shows and even other computer games like: Wolf3D, LOTR, Dragon Ball Z and hundreds more, they are all really dumb.
If you make a zelda mod, you are setting yourself up for failure. Make a game LIKE zelda, sure. Inspired by Zelda, fine. But if you call it zelda, or has zelda characters, or is close enough of a copy to be able to be sued, then you are setting yourself up for failure, embarrassment, and possibly even legal penalties.

Actually, I'm almost positive that the guys who made the DragonBall Z mod actually contacted the company that owns the copyright for DBZ and obtained permission from them to do an HL mod. And, I'm fairly certain that's how it works for other mods based on copyrighted material.

Nintendo is actually VERY concerned about the stealing of their intellectual property. Hell they have shut down web sites about their games before. Web sites. You know they'll instantly smash it when you steal the game itself...
As far as Capcom goes, they are actually pretty cool, as they give out permission for mods to use their stuff. The RE:TE team actually has official permission from Capcom to do the mod, as does/did the MegaMan Q3 mod. In fact, I even got permission to do a Street Fighter mod laying around on my hard drive somewhere. They are very cool guys indeed.
