Ahem... different but equal. Think about it... the movement chamber is locked in with hive and aliens, it wont do anythign to a marine except make an ugly squishing sound at them. Phase is metal... it can neither destinguish friend nor fo, it does what its told to do.
I believe the true statment you are looking for is different but equal( which is not quite true yet.)
I've always figured the chambers themselves are a part of the hive mind. Thats' why they move you to a hive that is under attack...they have a wee bit of intelligence. Obviously they would let non-Khaara through. Apparently phase gates aren't as bright....
I've said it before and I'll say it again: movement chambers are just orifices in the single giant organism that is the Kharaa. If a marine gets close to one, it should EAT HIM.
In my own little world, the movment chamber would throw the marine to the other side of the room if it got too close too it, like a repulsion ability. It would be funny to see marine flying across the room without jetpacks.
I know this will never happen, but it would still be funny.
forget reality, you control where phase's start and end. You don't control where your built hives are. Balance would be very hard to correct for if marines just happened to find a movement chamber and bypass nearly all alien defenses.

It's quite simple, really. Phase Gates allow Kharaa to get to other phase gates. Movement chambers would let marines get to the HIVES. That means that if all the hives are linked by movement chambers, if they take one hive they take them all. Allowing marines to use movement chambers would be idiocy.
It doesn't work conversely, of course. The advantage gained by the Kharaa from using phase gates isn't nearly as extreme. For one thing, marine defenses don't rely on blocking access to a location (since there's no way to keep kharaa out of a room. You can kill them once they're inside, but it's very very very hard to keep them out) and Kharaa defenses do (cut off all the entrances to a hive or other critical location with WoLs).

Plus, comms who are decent can recycle phase gates that allow the Kharaa access, whilst the marines could keep the mC forever.
Also, Kharaa hardly ever get to keep the PG, some newb Fade adren obssessive usually acids it to death on sight, regardless of how many ppl tell him not to.
