Having Trouble With Restarting The Server

<div class="IPBDescription">Error about IP port not available</div> The last thing I added to the server was RCBots, which is set to lie dormant till an admin invokes them. I'm pretty sure this was happening before hand though, can't be sure as I just enabled HLDS logging only a couple days ago. Here's the error message in the logs:
<b>FATAL ERROR (shutting down): Couldn't allocate dedicated server IP</b>
It does this for up to 5 minutes of crashing, restarting, crashing, restarting until it finally restarts and everything works. Is this normal? In the past I remember crashing the server with mines and/or turrets and it seems to come back up a lot faster.
Also, do things get carried over from map to map in terms of system resources? When I first installed the bots I ran quite a few at the same time and everything worked fine. Just today after the server had gone hours with a constant flow of people I tried to add just 5 bots and the server crashed. I do have the computer itself set up to restart every morning at 5am to flush the memory everyday to combat things like this. Should I setup Serverdoc to restart HLDS every 4 hours or so to refresh things (I really don't want to do this)? Also, the server crashed on an admin_map mapchange today. Are these issues all related to system resources getting munched up?

P3 866Mhz
512MB RAM
Win2k Pro
NS1.04 with the mods listed in the sig plus RCBOT 0.29
It doesn't run anything else, just HLDS with Serverdoc monitering it.

Do you have multiple NIC's?
I'm not sure what tsclient is and the serverdoc says it's starting it only one time.
Is the server behind a router? If so you should definately leave out the ip setting.
Also, does the server have a static IP setup, or does it lease the same IP each time it boots? (Not that it should really matter)
Not sure on the +ip, it sounds familiar but I'm not to sure. I'll check out the shortcut. Would this be something like hlds.exe +ip 64.3.130.4 or something like that? If so then right now it's not set up like that. I'll change it to specify an ip when I'm next at the server on Monday.
Oh yeah, and no router.
Exactly like that, or specified in the server.cfg. Personally, I've never had to set it on a HLDS, but I suppose it's there for a reason.
When the server crashed a windows error message popped up saying that it crashed and was gonna be terminated. The old instance of HLDS would not release the network port until the error message was gone. So Serverdoc had to keep restarting HLDS until that error message timed out (bout 5 minutes). To disable the error message from popping up I had to goto Run... and run drwtsn32.exe and uncheck Visual Error Reporting or something like that. Ta Da!! Server comes back up within a minute now.
