Right, every time i draw a shape, somehow, it doesnt go to the layer i draw it in, it simply created an uneditable layer of its own.

By default, shapes are created on new layers. Right-click the layer and select "rasterize" to turn it into pure pixels instead of a vector image, and then you can hit Ctrl-E (merge down) to combine it with the layer below it.

hmmm i dont make shapes like that... i don't like the sub-layer thing.. try using the select tool in circle mode and then when you have a circle area the size you want selected, use alt/ctrl+delete to fill it in. then use the select->modify tool for various effects.

Look in the bar at the very top of the screen... the circle should have three boxes at the top left of that bar. The one you need is the one on the far left, if I remember. If you're still confused, I'll get more detailed, but right now I don't feel like making screenshots.

Sephiroth isn't trying to make you restart your computer. When he says "delete," he means "backspace." Alt+Backspace fills any selected area with the foreground color; Ctrl+Backspace fills it with the background color.

-edit- Although your screenshot appears to be taken from a Mac monitor, so you already knew that. (:
